80% advance payments for equipment extended until 2030

The government extended until 2030 advance payments of at least 80% of the contract price in public procurement of industrial equipment and added 22 items to the list.

Prime Minister Mikhail Mishustin has signed Resolution No. 1243 of 26 September 2026. The mechanism of increased advance payments in public procurement of industrial products, at least 80% of the contract price, has been extended until 2030, and 22 items have been added to the list of products.

What has been added

The list now includes, among other things:

  • belt and roller conveyors;
  • lifts;
  • soldering and welding equipment and tools;
  • thermal spraying machines;
  • 3D scanners and lasers;
  • industrial robots, robotic devices and systems.

Purchases of this equipment are planned for 2026–2030.

Why it matters

As Mikhail Mishustin explained at the government meeting on 30 September, a large prepayment lets manufacturers do without expensive loans. The measure is meant to strengthen the finances of machine-tool builders, makers of lifting and handling equipment and industrial robotics companies. According to him, the list of equipment covered by the mechanism has doubled.

The increased advance mechanism was introduced at the end of 2022 to support machine-tool builders and was later extended to other industries.
