Russia has started 26.6 million m² of housing since January
Launches of new housing projects are up 6% year on year, while completions over eight months have declined. What this means for the market and contractors.

Since the start of 2026, developers in Russia have begun building 26.6 million m² of housing, 6% more than in the same period last year. Deputy Prime Minister Marat Khusnullin gave these figures on 18 September.
Completions and starts
In 2025, Russia completed about 108 million m² of housing, and almost 150 million m² including non-residential property, a record in the country's history. From January to August 2026, more than 58 million m² of housing was completed. Completions have slightly declined, and the government admits that keeping record rates every year is difficult.
Meanwhile, the pipeline is growing:
- more than 121 million m² of housing is under construction (+1% year on year);
- building permits are valid for about 170 million m²;
- 2,800 permits for 24.7 million m² of housing were issued over nine months.
Where starts are growing
According to Deputy Minister of Construction Nikita Stasishin, the growth came from regions with less than one million square metres under construction, while large regions kept starts at last year's level. The government sees this as a sign of more even market development and stresses that new neighbourhoods must get the necessary infrastructure from the start.
